honestly, I don't trust the reviews on travelgayasia too much. While there are positive ones, I have a feeling people who had negative experiences (in their own perception) tend to be more likely to post a review there. 
 
The orgy parties at R3 definitely DO have models, and they DO end in a circle j/o. The presence of the models is the whole point and concept of the orgy parties. Been there maybe 5 times and the end was always the circle j/o. 
 
Obviously, no such thing at other, regular nights there.
 
Having said that, the clientele on all my visits has been mostly Asians into Asians, few interested in farangs, so can be difficult to get any action. Not many farang go, maybe as a result of that. At the orgy parties I was to the maximum was maybe 4 farangs including myself of a total of up to 100 Asian guests. What the percentage of Thais vs Asian visitors from neighboring countries is is of course impossible to tell.

There are adverts for group sex parties on http://www.gboysiam.in/picpost/ (no personal experience, but one day I might go to check it out), which brought me the idea that this would be the place to post about a bukkake party and offer 500 Baht per participant to cover travel expenses.
 
That event should take place in a short time hotel room (ask how many guests you can have, extra towels?) in Ramkhamhaeng / Ladprao area, as there are many boys in this are. On a weekend afternoon or on a weekday night. I would set up a Line account for this purpose, where people can apply with their stats and picture.

Pay for them to get in, and go to a private cabin/dark room/sauna room....and off you go.
Babylon and others Saunas in BKK, or Sansuk Sauna in Pattaya.

You could try the Naval Beach at Sattahip (Chonburi),  you will likely find a payload of seamen there.

That budget 500-1000 is ok for street trade or Pattaya, but would probably be rejected at any Soi Twilight bar. If you budget were infinite, you could simply go in any of Soi Twilight bars and pay 500 Baht off fee and 1500 (or now raised to 2000?) short time tip per boy.
 
Two years ago, I had kind of orgy (three mocy taxi drivers from Hua Lampong in a nearby short time hotel - rather boring as each of them was wanking to porn on the TV, from gay porn I had the idea that they might fall over each other - for 300 Baht each, the hotel was rather expensive at 650 Baht).
 
My suggestion is to go to Saranrom (street trade) and round up as many boys as you like (or as fit into one taxi) and go to a nearby short time hotel. Going rate is 500 Baht, the boys might be reluctant to be nude in presence of other boys and some boys like to have the light switched off for sex, but that can all be discussed in advance.
 
Street trade defines place (Saranrom) and time (9-midnight). If you want other time and place, you would have to make arrangements and see who shows up.

Don't have any experience with this type of activities but 1000 certainly sounds very generous, shouldn't have problem to assembly gang at that price IMHO. Try to start with 500 and see where it leads.
 
Can't imagine BBB Inn having any objection to that many visitors but more mainstream places may.

as long as I know BBB charges 550 for short time room and time is 3 hrs strictly observed.
 
They have quite impressive party room on 2 nd floor cost is probably about 3000 and definitely all OP's dream scan be arranged there easily with plenty in -house boys as well as all soi Twilight bars just around the corner. Just be prepared to pay as Gaybutton sensibly reminded.

Contrary to gaybutton, I think place is not problem (I would offer my room for free if I can watch or participate), but finding boys and agreeing to a reasonable price.

Your problem won't be finding plenty of willing boys.  That will be the easy part.  In Bangkok, Pattaya, or wherever you're going to be, if you talk to a bar manager or mama-san, they can easily arrange willing boys for you - for a fee.
 
Your problem will be where to do it.  Unless you plan to rent out an entire bar for a private party, which would be a very expensive proposition, where were you planning to do this?  In your hotel room?  I doubt many hotels would be keen on letting you just waltz in with a stream of boys in tow.
 
If this isn't a hoax and you're really serious about it, maybe a bar manager, a mama-san, or the boys themselves can arrange a location.  The bar itself might be available if you do this during the day, hours before the bar would normally open, although if word gets out you risk the possibility of an unwanted visit from the police right in the middle of the activities.  The bar might not be willing to take that risk.
 
You might also consider chartering a boat.  You would need to tell the boat captain your intentions.  Offer him enough money and he would probably be quite willing to take you and the boys out to sea and let you do your thing.
