I prefer to stay in Maadi. Road 9 is hot. There is an easy subway connection to the center. Consider taking taxis, booking massages, visiting hamans (Sultan,...), ...

I can imagine it is hard to believe butnin case you would like to meet Egyptians to hook up with, the whole country is a paradise. When living in Cairo, it happened on a daily base. In the coastal city of Alexandria, which I regulartly visited, it happened a lot. When travelling to Luxor, Aswan, Sharm El Sheikh or Hurghada (onoy recently), there always has been an abundant amount of men eager to meet and 'get to know you'.
I would be considering culture (in case needed) and climate, guys will be there anyways.

I have been to both places: Aswan is beyond beauty. In a month, you potentially will become part of a community. It has many sights, yet - like Luxor - it is (too) hot in summer. Luxor might be more exciting though in terms of night life, however nothing compared to Cairo, Hurghada or Sharm El Sheikh (also fantastic base for almost everything).
    Have you considered Alexandria?
    Enjoy!
