We had talked about this a bit back but it looks like a powerful group of Senators want to include an exit system when visitors leave USA.

A proposal would also require that an exit system be in place for tracking departures of foreigners who entered the country through airports or seaports, before any illegal immigrants could start on a path to citizenship.

Haven't all legal non-citizen visitors to the US always had to exit via immigration when leaving the country? In other words, validate their parking permit with the authorities when leaving.

I do not believe so. Once they enter there is no enforced tracking and no exit through US Customs. They must show at the Customs for the country of destination though, either here or at the destination depending on which end that Customs Office is located. I guess countries could cooperate in sharing that info but that is as good as the cooperation agreement and attitude.

Seems most countries, the U.S. included, are more interested in who is coming than in seeing that they leave on time. Once they are here the can blend in. The only penalty is that when caught they may be banned from returning for a period of years or eternity if there are serious enough infractions incurred during their stay.
