This makes no mention of being caught in the act or even in the accompany of kids. This sounds more like they are operating off a known list of pedophiles and keeping these guys under watch. It is also quite rare to hear about raids on any of the girlie bars. Every so often a group of bigwigs in law enforcement takes a publicity walk through Walking Street and that's about it.
