Help please on "free" medical care for Thai

It is my understanding that.

 

1) The Taksin government introduced a "30 baht" healthcare scheme for Thai people, but this was limited to treatment provided in the area in which the patient was registered

 

2) a subsequent governement removed the home area restriction, so that healthcare is now available "free" to all Thai people.

 

Is this true, or have I got it totally wrong? Advice/answers greatfully received.

Basic care is free at government hospitals for Thais.

I think that is true ONLY if they are in their home. If they are not from Pattaya and they try to get care in Pattaya, they are told to go to their home to get this care.

Maybe because the government hospitals are so crowded. My bf said he went to a government hospital once in Udon and had to wait for several hours and then he was told the doctor went to lunch and there were so many people waiting he should come back another day.
