This was just announced on the news (confirmed on Twitter) here. Colombia will require proof of full vaccination for all foreign travelers(18 and older)  starting December 14th.

GREAT!  Proof of vaccination should be instituted world wide if one intends to travel here and beyond.

You are also allowed entrance with a PCR test. They omitted this in the (earlier) news reports yesterday.
