April 2, 201016 yr As most US citizens know, every ten years a census is done. This year is a census year. I wanted to find out how expats living in Thailand can participate. I called the US embassy. I spoke to the head of American Citizens Services. He said the census applies only to US citizens living within the USA. They do not count US citizens living outside the country. Ok, USA expats . . . we don't count. If only IRS had the same policy . . .
