Somehow, it was explained to me, both sides decided that rather than perpetuating the cycle of violence, they would reconcile. They had some sort of traditional tribal justice where killers would ask for forgiveness. Also they have tried to dissolve the categories of Hutu and Tutsi. It has been removed from their ID, and it is illegal to ask or to tell which group you were formerly. If a child at school reveals his, the parents would get in trouble. Basically the idea is to promote the identity of Rwandan rather than Hutu or Tutsi.
