In Sao Paulo, if you prefer to avoid using the saunas for meeting with garotos, there are many hourly hotels that you can use. 
These hourly hotels charge anywhere from R$20 to R$35 per hour. 
They require identification from the garoto before accessing the room.  The identification is held by the receptionist until you both leave, assuming everything is fine. 
The above procedure offers some safety rather than having an unknown garoto come to your hotel or airbnb or you go to them.
