So what's it like, having an elected head of state?

I have been to Buenos Aires many times and I have never seen anything like what I saw in the last car in Mexico City Metro the first time I was there. I had heard about crusing in the last carriage, but I thought they were just lying.

With regard to Buenos Aires and Montevideo. Montevideo (Mvd)is a tiny Buenos Aires (BsAs), population is x10.
Even so, you can find 2 saunas in Mvd and  3 gay saunas in Bs As. Unlike Brazilian saunas, there's no boys for rent in bathhouses.
Trust Soytuyo y Leonos better than street "chongos" or "taxis" (slang for escorts).  I wouldn't trust www.escortwiz for escorts in MVD. Uruguay is not the best place for rent boys. I would choose Buenos Aires. Grindr always help.
As for shuttle to and from airports, in Mvd. (aeropuerto de Carrasco) take a taxi and also in Bs As (Aeroparque - AEP); but if in Bs As (Ezeiza - EZE) you can take a bus (www.tiendaleon.com) which is cheaper and safe.

Calle  - running from East to West
Carrera (Cra, K, Ka) - running from South to North
 
Ex.: in Medellin "Club 55" address is:  CALLE 55 #45 - 44
Look for Calle 55 and Carrera 45, from this corner you have to go 44 metres toward Carrera 46. And Club 55 is at your right (even numbers right, uneven numbers left)
Calle 55 is named Perú also, but just a few streets have a name.
 
Ex.: "Donde aquellos Bar" address is: Cra. 38 #9A - 26
You have to go 26 metres on Carrera 38 toward Calle 10 (the next after 9A) the bar is on your right and we can have a drink!
Just a trivial details but it can help.

Getting through customs in Guadalajara (GDL) was a breeze compared to many other cities I've traveled to.  I was out of the airport in less then 45 minutes.  This may be because it is a smaller city but, I prefer to think that it is just run efficiently.  Uber is ubiquitous and relatively inexpensive, as an aside 2 of my Uber drivers spoke excellent English.  The guy who was suppose to meet me at my Air B&B bailed but, I just replaced him with someone else I met on manhunt.  The city is filled with many great "hipster" restaurants.  My favorite was a burger place called "Pig's Pearls".  The guys are gorgeous, almost Colombian level.  GDL has a higher concentration of lighter skinned guys, though I prefer my bottoms with a little more melanin I was very pleased with what was available.  I did the Tequila tour, Lake Chapala and an excellent tour to Tlaquepaque.  One of my contacts recommended the Renacer Day Spa as a great place to meet guys for massages and fun.  Unfortunately, I did not avail myself of the facilities, there is another Spa that also received good reviews called riilax.
A place where guys sometimes hang out to make supplemental income is near the Park de Revolution called Park de Rojo by the locals because of the prominent red paint used on in the facilities.   The Hotel Portobelo is right on the square across from the 7-11 right in the middle of the gay section of town.  The guys are plentiful and most go for the usual rate of about 500 - 750 MXN if you are willing to bargain.  As always https://mx.mileroticos.com/escorts-gay/jalisco/guadalajara/ is highly recommended if you don't feel comfortable with the apps or don't want to visit the spas.  I was in GDL for 9 days and had 8 guys in total.  It would have been 9 for 9 but my arrangement bailed on the Sunday morning I was suppose to leave, which is why it's usually better to pay if you are time constrained    GDL is a beautiful more middle class city then CDMX but the hungry guys are there.  It is highly recommended for a laid back vacation with sightseeing and some great sex thrown in.

My piece of advice about safety in Latin American countries (and beyond).

I think that most important of all is to go unnoticed. Of course you cannot camouflage if you are a Trump kind of guy. You know that in most Latin American countries people's skin colour is dark (brown, olive, tanned) but because of European immigration (or colonisation) lighter skin people can be found .  So, many of USA people can walk along the streets unnoticed as long as you don't speak loudly AND don't look like tourist.  
 
How not to look like tourists? No cargo trousers, no hiking shoes in downtown, no hip bag.  When in Rome..., so you can check for the natives style, look at the people at the street.   In Brazil flip-flops and sungas (or swim trunks), no surf shorts at the beach! No sombrero vueltiao in Colombia.  
 
Last but not least, when at saunas with os garotos de programa or prepagos do not show that you've got too much cash on you. You don't have to buy him a drink, most natives don't. Do not pay for the most expensive room if not needed. Let them know that the first price they give you si too much, even when you can afford it. You can ask any other customer if he knows the average rate in that place.
