I don’t have the deeper details but it appears that flying into Fortaleza will require vaccination verification OR negative RT-PCR. Whether your airline can cope with these boarding bordering on absurd nuances among nations, regions, &c is an interesting proposition. 

Be aware it also applies for domestic flights into the state.
