So it requires clarification and anything that is not clear is ambiguous, particularly when the communicator assigns new meaning to an already established accepted term in such a way that you need to figure out whether there is some way you need to technically merge your travel ticket with other prerequisite conditions. Or is there a way to have nonconjoined formats in which any of those formats may or may not have various criteria integrated yet not necessarily as one format, the absence of which may censor your eligibility? I am not making it complicated but it is only uncomplicated if you drill down further or have a real-life experiential grasp of the process.

I am not researching it, but it is probably very simple. Please, note, I am not a techie. I think it is simple because I just went through a similar requirement to visit Buenos Aires. I filled a standard form on line and got an email with the document. Much simpler than filling paper forms on board or in the airport.

The key msg is it sounds like a revised procedure people may want to be alerted about to avoid the risk of being caught with their panties down in boarding queue when panties down is the aim some hours later. Why one would have to complete a health declaration at a port of exit is unclear. I would think such documentation would be applicable for the country you are leaving LDR to get to, and that would not be the same as an LDR entry certification … and/or to meet possible airline requirements when leaving LDR. I wonder if it’s an error and is meant to apply only for departure to LDR.

My brain did not ever process "travelers to and from", and just read "travelers to" because it is the only option that makes sense.

Hahaha … how do you deal with a past tense conundrum like you came jizz after which you went peepee? Boy was my early adolescence ambiguous. Too boot, the concept of retrograde ejaculation simply confounded it further.
