Yes, oil and gas sales have plummeted as you point out.  And the revenue still represents 30% of the annual national budget. Money that is funding the invasion of a sovereign neighboring state - Ukraine.

That means, what here is not like in US - deficit do NOT increases state debt because when it appears it is covered by oil and gas money. That why Russia has state debt just around 20% of GDP and it going down year by year even under sanctions.
