Sorry to hear your disappointment. But if you go again, don't go here at 11pm, most boys except the homeless ones will be gone by 9pm, actually mostly 8pm. Here are a few observations from a recent stay in Agadir. 
Arab guys are extremely closeted and discreet. Almost none will have face or body pics in Grindr profiles and only send disappearing pics in chats. Very difficult to get guys to send clear face or body pics or disclose their IG profile; dick pics are no issue. 
As a foreigner (even of mature age) you will be in high demand and receive countless msg and taps in Grindr from local guys wanting to hookup. I was told that many only meet foreigners to maximise discretion. Most will address you in French but switch to English upon request (I suspect they use translator). To quickly continue the communication in WhatsApp is normal. 
The majority of local guys expect you to host. The few that hosts are almost always for pay. If you want guys to come to you, a private apartment is required. Hotels will not work and you will be asked if there are security staff or others questioning what your guest is doing there. I was able to comply with these inquiries but I would expect many of the guys to decline visiting if you can’t assure high discretion. Rates: The majority of young guys or big dick guys that msg you will be for pay. This needs to be addressed from early stage; a simple “do you expect to be paid for sex” will clarify it. No one will be offended by that Q. Most will ask for 300-400dh but accept down to 200dh (slightly less than 20 Euro) for a quick session; so negotiation is needed. Massage including sex is 400-550dh for 1-1,5 hour. As a reference point the official minimum salary in Morroco is 3,000dh per month. 
BUT don’t expect these guys to last long/fuck you for hours. Standard session with a local top is that you suck him and he fucks you doggy style 2-3 min until he cum. 20-30min and he will have left your apartment again! But I discussed with a few guys that there are “trouble makers” out there who will try to extort you for payment for sex or additional money by refusing to leave or making threats of police etc. 
To summarise: I was a bit concerned before arriving if this was going to be a dry experience in a hostile environment with safety issues etc (based on other reports in here from other similar African countries) but luckily I turned out to have a good time with plenty of Arab dick (and with paid sex quite cheap and plenty in offer). I deliberately avoided sub-Saharan guys to minimise the risk. In general the price level in Morroco is very affordable. Would love to visit again.

If it's your first visit, then maybe you need to have a week in Bangkok in an area called Silom where the gay area is. There are many gay Saunas in Bangkok also that you could try.
Then a 2 hour bus journey further south to Pattaya to visit Boyz Town and 15 minutes short bus ride is Jomtien where there is a gay complex of dozens of bars. There is also a nice gay sauna called Sansuk which is quite good.
I'd recommend staying in Jomtien, not Pattaya as it's more laid back and a nice gay beach.
