There's a guy I know in Rio who comes from a long line of well endowed men. He's proposing a party of sorts with one of me and three of them, perhaps four. On their side there would be brothers, at least one cousin and possibly an uncle. This all sounds wilder than an orangutan at Macy's.

This is exactly correct. It's not about geopolitical timing, it's always been about convincing the specific consular officer interviewing the person wanting to travel that they will return home. 
My suggestion is to travel with him elsewhere. Over time, a history of international travel will be a note in his favor. Never a guarantee, but it could help. 

It seems that way, probably, because the wait time right now is 11.5 months for an interview.
