On my last trip to Bangkok I had real problems with taxi drivers refusing to put on the meter. I go to Siam Paragon to shop for books and try to take a taxi from the waiting line outside Siam Paragon where an attendant takes note of your destination and speaks to the taxi driver next in the queue, six drivers refused to put on the meter and with the drivers just taking off and the queue of people waiting behind me getting longer I gave up and went to the sky train. 

Last year when I was departing for the airport, I approached a taxi driver and asked how much the fare would be to the airport. He told me that it would be 3000 baht. If I had been a first time visitor to Thailand, I could have easily been sucked in.This year I ordered a Bolt taxi, which arrived within a couple of minutes and the fare was very reasonable.

Just be sure to get the bolt car in the bolt app to lock in the price. Getting a bolt taxi in the app most of the time will charge you more than what is stated in the app - even in a no traffic situation after midnight.

I go sometimes to the supermarket in the basement of Paragon. I never try to take a taxi from the rank. Instead, from the first floor I cross the road and descend to the other side. I walk 50-100 meters towards Discovery Centre and then stand at the side of the road. Contrary to what happens much more often on the opposite side from Central Chidlom when empty taxis sail by, I can frequently get a taxi here. Latest was yesterday around 2:30pm.

The Kinokuniya book store in Paragon is excellent. I assume you know there is another branch on the 3rd floor of Unit B in Em Quartier which is right at Prom Phong Skytrain station. But do not try to get a taxi outside. That part of Silom is permanently clogged with horrendous traffic
