But the only way to reduce—not eliminate—the threat of another tragedy is to strictly limit attendance and ensure that all means of egress are open and unobstructed. Once people sense that their life is endangered by fire or the press of the crowd, it’s too late. The outcome is then determined by the rush to escape.
