Here we are talking about fact. So you have fact: Russian signed treaty, but it been never approved by Russian parliament. Do you see now? Reason of absence to approve was: condition for that treaty was "Ukraine is going to join to CIS", Ukraine signed agreement to join CIS, but never approved joining in Ukrainian parliament, so Russian parliament never approved treaty with Ukraine. 1:1

Main is what standards of communication is supporting by your phone. In USA can be GSM (T-Mobile and AT&T) and CDMA (Verizon and Sprint). In Thaialnd only GSM-900/1800/2100 is in use. If your smartphone can support GSM-900/1800/2100 standards - then you can just to change sim-card, if your phone doesn't support one of this GSM standards and can be used only in CDMA network - then is no way you can use it in Thailand. (Of course I'm talking about unlocked phone at any case).

People who is working in internet know meaning of these pictures. For people who dont know: Alexa - is most reliable meter system of popularity of websites in world, digits at right shows how popular site is. For example: number 50000 will mean it is 50000th most popular site in world. I.e. - than smaller is number, then more popular is website. Number at colored background shows last changes, graph shows history of changes.

Porno is also illegal in Thailand. But you still able to buy it. With poppers the same situation as I know... may be a little bit complicated more, but as I know your (not exactly your, it is just generalization) Thai friend can easy to buy it almost at any farmacy around "red light districts"
