Nope, it's because they are trying to Gringo price you. I can't blame them for trying but I would decline any guy that pricey. I have not been to the Dominican Republic but I have been twice to Colombia and Brazil at least 5 times. So all I can compare is Colombia versus Brazil. Colombia: People are less warm and inviting and that makes it harder to find guys randomly like you do in Brazil.
