I can't offer any proof but isn't there a power in numbers situation in the places you mentioned compared to Rwanda? Having loads of western tourists in Egypt offers you a bit of cover. Same way, I'd probably be safer getting dick in Dubai, despite the laws on the books, compared to somewhere Pakistan. But, one tourist, can easily find fun almost anywhere with street smarts, luck, and cash. And I'm an ignorant westernern so I don't know my elbow from my asshole with this.
