Highlights: Success is evidenced by the fact that 2 of the 3 presidential candidates r ex-mayors. Rate of homicides is lower than Chicago's. Great transportation system, connecting the far comunas to the center. Very successful municipal utility - EPM. However: too many sex tourists; conspicuous drug use in public parks; small local criminal gangs - "combos" - still control large areas; most poorer residents have more faith in them than in the police or in city hall.
