If Agoda doesn't show room available at your dates check other sites - hotels.com, booking.com , expedia etc. or hotel's own website. Happened to me when preparing for December trip to Siem Reap, my hotel of choice had different kinds of rooms available on Agoda and Expedia and only Expedia had room I was looking for.

I think this non smiling is their policy, boys are not supposed to contact client, rather wait for signal from him. I observed wide smiles as soon as they were down to audience. As for those penalties, I personally don't think they are unreasonable. I know reputable companies which have no hire back policies.
