I don't believe that. If you don't pass through immigration you can't show a barcode to immigration anyway. And TDAC website also states "Foreigners transiting or transferring in Thailand without going through immigration control" don't need to fill it in. There is a check box "Transit" or something like that in the form. If you click it, you don't need to fill in where you stay in Thailand. I would think this is for cases where you have to go through immigration to pick up your luggage and then continue with another flight. Or you could directly take a bus from the airport to Laos without staying in Thailand.
