no offence will be taken if you try to bargain it down and stick to your price. Some guys will not yield but others may, if not right away , in few hours or next day.

from my few visits in Jey I'm under impression there's also  no shortage of rich locals willing to pay up. Few times I saw customers there obviously on their work or conference break in full corporate regalia, tie and all .

market economy. nothing , other then fear of rejection , stops us from offering more suitable rate and it's for them to decide to accept it or stick to theirs. 

They know better their market viability the same way we know ours i.e. no need to pay 8000 if we know two boys who offer the same for 3000. If we feel WE MUST sample them, then only choice is to gnash the tip and  pay up.
