Correct. But "state official" means any state person at time of state work - policeman, manager of state school, state caretaker for old people. And that article exists since 1991 - came to Russian criminal code from Soviet criminal code. And not just "disrespect comment" but comment should be linked to state position and state job.: you can blame policeman for his dirty car, but can't blame for his job in comments, you should use official channels to complain. He loathed what Britain had done to Burmese society. In fact, Putin has probably picked up a few tips from "1984" which in part draws on Orwell's experience of Burma.
