Retirement Visa in Thailand

Hello! I am a U.S. Citizen looking to obtain a Retirement Visa in Thailand, and have some questions:

1) The Thai government website says someone applying for a retirement visa must have proof of pension or regular income from a source outside of Thailand that is not less than THB ฿65,000 per month.  I have this proof with a U.S. Social Security letter, so exactly how to I “present this information” to the Thai visa office when I arrive in Thailand? 

2) Also, is it true that if I apply while I am in the country, I don't have to present proof of health insurance? I have seen conflicting info about that.  I currently am living in Argentina, but have U.S. Citizenship.

3) What is the “Medical Certificate” and what is the ‘physical testing’ requirement?   Again, it is my understanding that Health insurance/medical certificate is not required if I apply for this visa in-country?

4) Can you recommend a very Good Thai Agent who can assist me with getting a retirement Visa when I’m in-country?
