At the airport where is a good money exchange store to exchange A SMALL AMOUNT of money to hold one over until arriving in the city itself?

Go downstairs to the skytrain level. Walk to the left of the skytrain office where we buy tickets. On your right are some change booths which give a better rate than all the upstairs change places at bkk. When I was there earlier this month the rate there wasn't that far below the best in the city.

Yes, the basement, the signs say to the Airport Rail Link (ARL) station.

The reason why these booths offer best rates is because they are not "in the airport" but they are technically in samut prakan, the province surrounding the airport. so if you want to change money at the airport always go there. it is like 10% better rate than at the other airport levels.
