I saw an advert for an escort  in London, they do body to body massage, or sex,  and it says escort is 18yo and does outcalls 

The website says age verified, and they've said in message that they are 18

They look like somebody could think they were 16.  

Is it safe to go ahead? 

Are there safe ways to go about it?

I thought of meeting them giving them money to book a hotel. That then should ensure they are 18 and be more anonymous for me.

What do you think?

At a minimum, I would ask the website how they verified the age. You might request a consultation from a criminal defense attorney (or barrister, or whatever it is they're called in the UK). That being said, the age of consent in London is 16 (though if money is involved, that makes matters a lot stickier). I'd take a pass on the risk (wouldn't be my type, anyway). However, if you feel confident, the fact that the website said they verified the age should provide some legal protection.

that's bordering on dangerous, find somebody you don't have any doubts about age as if he looks  16 to you may look the some to law enforcer or concerned citizen .

 

All arguments about age of consent  in such situation remind discussing how hot boiling water really is

Some years ago, a guy who just turned eighteen contacted me. He looked very young so one of the first things I asked was a pic of his identity card, I said he could cover all the info except month & year of birth and his pic. He replied with a pic.

As far as i am aware the UK does not issue Identity Cards for citizens. You can try a driving licence but they are pretty easy to forge. As would be ID cards issued overseas unless you are a document expert. The only reliable proof is a photocopy of a passport - if he actually has a passport. As @vinapu rightly suggests, unless you are absolutely certain of age it could be dangerous for you. 

If you can inform readers of the agency's name, some may already have used it and be prepared to vouch for it. If he is working freelance, then the possible degree of danger is increased.

Your're right, the UK doesn't issue identity cards. If he doesn't have a passport I would not hire him.

Indeed, the UK does not issue identity  cards. However, why do you say a driving licence  is easy to forge? The same technology  is used for your passport  as for your driving licence.The licence has most of the same details.  Indeed, once, being  a seasoned traveller,(!), I forgot my passport, and when I came into the UK, they let me in. They said that this was irregular,  but the officer I saw said that so far as he was concerned,  the details were good enough. My driving licence has been accepted  many  times in the US, in lieu of a passport.

I had assumed that the escort was not intending providing his actual "identity card". Why else would he have mentioned blocking out certain information? It would ony be a copy. I therefore assumed - I believe reasonably - that anyone reading my response would fully understand that by providing a driving licence that would also be a copy. It could hardly be the original as he could not block out details! More importantly, he would also have to see the prospective client in person when showing the original! I have been told that photocopies of driving licences are not that difficult to forge.
