After recently returning from 62 days in Cebu, in the Philippines - I would say that only around 10% to 15% of the Filipino male cocks are poorly cut with the Turkey gobble extra skin.  The other 85% were nice normal cut cocks.  This is from my personal 62 day sampling = REAL

This is sadly true.  Also true of the African guys I met while traveling in South Africa, Lesotho and Swaziland. There is a cultural thing where the 16/17 year old boys burn their clothes and possessions for a fresh start to adulthood, live in a hut in the mountains for a month or so learning about their ancestors and beliefs, then are cut by a traditional healer in an adulthood ceremony.  With a sharpened spear, not a scalpel!
