    Thailand and Vietnam have agreed to elevate their relations to comprehensive strategic partnership (CSP), according to the Ministry of Foreign Affairs.
    The ministry’s press release said yesterday that both countries would announce their upgraded ties in June when their leaders are scheduled to hold a joint cabinet retreat in Hanoi.
    Vietnam has established the CSP with seven countries including China, Russia, India South Korea, the US, Japan and Australia. In June, Thailand will be the eighth CSP member and the first Asean country.
    In addition, both sides discussed ways to promote three main areas of bilateral cooperation including trade and investment, tourism and infrastructure.
    On trade and investment, Sretha asked Vietnam to facilitate Thailand’s goods in transit, especially fruits, at the Vietnam-China border checkpoints.
    On tourism, both sides agreed to increase flight connections between the two Congress and support the “Six Countries, One Destination” scheme. On the infrastructure development, they agreed to work together to improve the infrastructure, particularly in connecting the road between Thailand, and Laos to boost trade and investment and people-to-people exchanges.
    Sretha is scheduled to visit Hanoi and take part in the 4th Joint Cabinet Retreat in June.

TVs overhanging the sprawling beer bars show ice skating instead of soccer; Cyrillic signage proliferates; and Russian-speaking touts dispense flyers for pole-dancing clubs exclusively featuring women from former Soviet republics. “Russians, Ukrainian, Belorussian, Kazakhs,” says one tout in dark Ray Bans and a skin-tight Armani polo shirt. “We have them all here.”
    The war in Ukraine has entailed an incalculable human toll, while roiling markets, disrupting supply chains, and sending inflation soaring across the globe. But in Thailand, the two-year-old conflict is also having a profound social effect despite being over 4,000 miles away. While many Western nations have shut out Russian air travel in response to Vladimir Putin’s full-scale invasion of Ukraine, Thailand sees Russian arrivals as key to reviving its pandemic-ravaged tourism industry. In October, Thai Prime Minister Srettha Thavisin extended 90-day visas upon arrival for Russian passports, insisting in a February interview: “We’re not part of the [Ukraine] conflict. We are neutral.”
    Last year, Russians ranked top for tourist arrivals in Thailand from outside of Asia with 1.4 million visitors. Meanwhile, Russians were top overall on the southern resort island of Phuket, which has long been a favorite haunt. Last July, Russian Foreign Minister Sergey Lavrov visited Phuket to inaugurate a new consulate to cope with surging visitor numbers. A month later, the Phuket Tourist Association sent a delegation to St. Petersburg and Moscow seeking to court even more vacationers.
    In the first three months of this year, 366,095 Russians arrived at Phuket International Airport, almost double the same period of 2023 and transforming the island’s commercial and social life. (That figure doesn’t include the significant number who transferred via Thailand’s main gateway of Suvarnabhumi International Airport in Bangkok.) But while a boon for the macro economy, the influx has chafed with locals who increasingly complain that Russians are stealing jobs and upsetting cultural mores. Across Thailand, lurid headlines such as “Rabid Russian assaults police team in Phuket after going berserk at a city centre hotel” and “Russian tourist kicks pregnant Thai woman after asked to leave shoes outdoor” are both a symptom and cause of alarm. (However, transgressions involving New Zealand, Swiss, and Portuguese nationals admittedly proliferate also.)
    “Russia and Thailand are so different and sometimes they don’t understand Thai law and culture,” Lieut. Colonel Akachai Siri, chief inspector of Phuket Tourist Police, tells TIME. “Sometimes they break the law and they don’t recognize we have law enforcement.”
    Nevertheless, Thailand’s Russian incursion appears here to stay. Other than the preferential visas, sanctions on Russian air carriers and reciprocal bans on Western airlines have slashed the destinations where Russian nationals can escape their frigid winter, making already-popular Thailand an easier choice. And then there are the not inconsiderable numbers fleeing economic doldrums and a war of choice that they had no part in choosing—not least since the Kremlin has ramped up military conscription amid mounting casualties.
    “That was the final straw for us,” says Mark, a Russian who fled to Thailand with his boyfriend after an initial draft announcement in September 2022 and asked that TIME use a pseudonym for security. “We understood we can’t go back because anyone can be called to the army and just die in the war.”
    Beyond 90-day visas upon arrival, thousands are applying for one-year business or education visas. Arnold, who asked that TIME use only one name for fear of reprisals in his homeland, moved from Moscow to the Thai resort town of Hua Hin permanently last year and has noticed an increase in what are colloquially termed “relocants” fleeing the “various negative things which are going on back home.”

    Like you, I came into adulthood when HIV was a death sentence. Today, there are all kinds of wonderful medications that can help manage the disease. But management isn't a cure - I agree that it is important to remember that and consider your responsibility to your partners. People have short memories - many here may disagree with us, but playing safe is everyone's responsibility - especially now that STD infection rates are rising, almost everywhere and drug resistant strains are showing up routinely.

    Years ago, I'd always end my encounters with a reminder to my Thai partners to wear a condom and I provided them if needed. Three years ago, a friend of my boyfriend, someone whom I've known for over a decade, forty years-old,  a university graduate from a middle-class family and not on the scene, was found to be positive. He was quickly medicated.
    However, two years ago he was taken seriously ill with a series of ailments, one of which was life-threatening. He was in hospital for months. The doctor told him the symptoms were Hiv related. He's better now, but still suffers distressing after effects from his illness.
    I've never doubted the importance of safe  sex but even I was surprised by what happened to him; after all, there is a belief in some quarters that new medication makes the condition manageable, like diabetes 2. I know now that it remains life-threatening, and probably will continue to be so for many years.
    Sorry for the homily , but I feel passionately about this. I could relate the story of another Thai friend who was diagnosed in 2007 but it is till too painful for me. 
    For heaven's sake, everybody, take care and if you  are enjoying the company of Thais on the commercial scene and  be aware of their needs too, remembering that sometimes they are desperate for money.

    Decades after Hiv/Aids caused such devastation to our community,   some still need convincing.

    Police arrested an American man, who appeared to be drunk, after he smashed the window of a Thai man’s car in Phuket in the early hours of this morning.
    The 33 year old Thai victim, Tharathit Na Pattalung, filed a complaint at Wichit Police Station at around 5.30am today, April 11. He told police that a foreign man damaged his car, a white Mazda 3 sedan, parked outside the Seabed Hotel. Tharathit also gave police CCTV footage of the incident.
    The foreigner, later identified as a 46 year old American man named Danny, was seen in the video wearing a black T-shirt, brown shorts and no shoes. He smashed the driver’s seat window and tried to open the car door but it was locked. He was also seen looking through the window as if looking for something.
    Danny claimed that he smashed the car window because his friend had left his mobile phone in the car and wanted to retrieve it. The car owner insisted he did not know Danny or his friend.
    Danny was charged under Section 358 of the Criminal Law: damaging another person’s belongings or causing the loss of another person’s property. The penalty is imprisonment of up to three years, a fine of up to 60,000 baht, or both.

    Following many requests to Pattaya Mail, we provide below a question and answer session based on our recent checks with the authorities. You should notice that local immigration offices have some discretion about the detail and we have given examples. If in doubt, that’s where you need to ask.
    Why bother?
    It’s the address form in Thailand for “the housemaster, owner or possessor” of a residence where a foreigner is staying after arrival from a foreign country. It should be filled in and returned to the local immigration bureau “within 24 hours” from the time of arrival at the residence. However, weekends and official holiday periods are excluded from this deadline. The reporting was first introduced in the 1979 immigration act, but is now being enforced on the claim it enhances state security. But, at the end of the day, you personally are responsible for the TM30 – and you need one to obtain any service at local immigration. The fine is 1,600 baht.
    Who should fill it in?
    Most hotels and some condominiums use the online, dedicated facility to report your arrival to local immigration without bothering you. In return, the hotel or condo will receive by return a dated and written confirmation receipt which you will need when – and if – visiting local immigration to request a service. Alternatively, you can take to local immigration a hotel letter or detailed receipt showing you are sleeping there. If you are residing in a friend’s house or apartment, or if you own your own unit, that’s likely different.
    What documents are required?
    If you own your own unit, you will need to photocopy the proof – the chanoot or title deed as a rule. Many immigration offices will alternatively accept your yellow book or pink card (a form of longstay foreigner ID which is not compulsory and must be applied for at the local authority office). A rental contract is another possibility, if professionally written. If you are staying with a friend, he or she must provide you with personal ID (Thai ID card or ID page of foreign passport), the blue residence book of that residence and/or the title deed.
    How does TM30 affect foreign tourists?
    30 days visa-exempt international tourists and holders of 60 days tourist visas (the latter issued by a Thai embassy abroad) will need a TM30 receipt to do any business at local immigration – typically extending their stay without needing to leave the country. No TM receipt: immigration service will be refused until the 1,600 baht is paid and a properly documented TM 30 application is made.
    How does TM30 affect long stay foreigners?
    Holders of non-immigrant visas, annual extensions of stay, the Elite visa etc are now drawn into the TM30 net. In the old days, they were advised they needed only to report once, no matter how many times they left Thailand, provided they did not change their main residence. That is no longer true and they will need a TM30 receipt – issued since their most recent arrival in Thailand – to renew their longterm visa or annual extension of stay, to apply for or renew a driving licence, open or change bank accounts, possibly request a re-entry permit and any other local immigration service. However, the fine is on a more discretionary basis than for tourists.
    What’s the connection with the 90 days report?
    You will likely be required to show your TM30 receipt before your 90 days residence report will be accepted. The fine for forgetting to do 90 days is 2,000 baht, though you can submit that form 14 days before or 7 days after the actual completion of a three months stay in Thailand.
    Can I be fined at the airport or border?
    Thai immigration officers at exit points will examine your passport in case of overstay or damage to the document. They will also check that you are not on a “wanted” list or are trying to leave the country on bail without court permission. They will not check your status with the TM30 or 90 days report. In other words, address bureaucracies come into play when you need a service from local immigration.

    Min Aung Hlaing and his regime have in the last few weeks suffered a series of major defeats in Arakan and Kachin states and most recently in Karen State at Myawaddy, an important border trade town. These defeats are significant for two reasons.
    First is the humiliation factor: They have inevitably eroded morale among troops while seriously undermining trust in Min Aung Hlaing within the military and its loyalists.
    Second is the strategic factor: The defeats have cut major supply and trade lines, giving control over important border crossings to anti-junta liberation forces, increasing the resistance’s access to resources, and significantly altering the regional and international view on the junta’s ability to control the country.
    For those reasons, Min Aung Hlaing and his regime are left with little choice but to attempt action that:
    Instantly grabs media and public attention. Is destructive and painful enough to divert attention away from recent defeats in Kachin State and Myawaddy. The junta cannot undertake a major offensive in Kachin for logistical and geographic reasons. Neither can it send ground troops into Arakan State, because this would inevitably lead to massive losses and more humiliating surrenders.
    Myawaddy is the only place where the junta can realistically mount a counteroffensive. Its goal would not be to seize back the border town (the military and its overarching power structure are no longer capable of retaking and consolidating control over territories and towns they have lost).

    Police have arrested two men from Hong Kong with a sophisticated mobile tool for sending fake SMS (short message service) text messages to deceive victims into clicking malicious links. Pol Maj Gen Sathit Prom-uthai, commander of Cyber Crime Investigation 3, announced on Tuesday that the arrest of the two suspects was made inside Siam Paragon mall at 6pm on Monday with cooperation from mobile-phone operator Advanced Info Service (AIS).
    The two suspects were identified as Yip, 44, and Lee, 26.
    Police say they found one of them carrying a heavy backpack that contained something called a mobile false base station, and four mobile phones.
    A false base station, also known as a femtocell, is a device that can mimic legitimate cellphone towers.Sathit said his division was alerted by AIS that a possible mobile false base station was detected inside the shopping mall.
    As a result, he dispatched police officers to check. Police noticed the pair of suspects walking together with one of them apparently carrying a heavy bag on his back.
    Police monitored the pair for a while and saw them behaving in a suspicious manner, so officers identified themselves and asked to check the bag, where they found the false base station device.

    A bar staff member and her manager in Pattaya filed a police report against an alleged German dine-and-dasher who reportedly refused to pay his bill and also attacked them on Sunday.
    At 3 PM on April 7th, Ms. Anchisa Thongpuek, a manager of a Pattaya bar on Soi Lengkee, and Ms. Warunee Yodpromwaen, a staff member, filed a police report at the Pattaya Police Station, accusing an unidentified German man of assault.
    The two women narrated that the attack occurred around 2:00 AM on the same day that they filed the report. A German man, accompanied by his Thai wife, entered their bar and ordered beers. However, when presented with the bill after finishing their drinks, the man allegedly refused to pay, claiming the bar had inflated the charges. Despite the bar’s explanation of the bill, which was around 1,000 baht, the man became belligerent.
    Staff member Ms. Warunee stated that she and her manager tried to negotiate with the man, but it was unsuccessful due to his intoxication. Suddenly, the man became violent and reportedly attacked both her and the manager. According to Ms. Warunee’s narration, the man shoved, slapped, pulled their hair, and even forced them to the ground before dragging them out onto the street. The Thai wife reportedly stood by without intervening, Ms. Warunee said.
    Fortunately, Pattaya police arrived at the scene and apprehended the man for behaving and acting disorderly under the influence of alcohol.

    I spend my free time scrolling the TikTok feed of Jupiter and looking at the videos they've posted recently. Every night they post a video of the line-up of guys. I look for the one I shortlisted, and screenshot his photo. 
    I return at 10:00 PM and before entering the venue, I show the street hawker my phone and the photo of the model. I ask, "Is he working tonight?"     The show begins, and it's much the same as the night before. Less intensity, and the club is less crowded.     B is sat beside me shortly afterward and the waiter confirms that I will purchase his drink. He is stiff. He looks straight ahead and doesn't engage much. I ask him, "Your name is B?" He can understand but his English is not great. We banter very briefly. "Are you Thai?" I ask because his look appears to be Chinese, and I find him incredibly beautiful. "From Udon Thani." He explains. I try and use this to engage in further conversation as I will travel to that region soon. It doesn't work, he appears uncomfortable. I'm a little taken aback. I'm not a bad looking person. I'm in good shape. I'm well dressed and polite. I don't touch him, but he seems scared. I sit for a bit and watch the show, looking at him occasionally. He fakes a little smile. I figure, I paid for his drink, I'll see if it's okay if I rub his back. He shakes his head up and down and smiles and then goes back to a blank expression. I make sure, "Is this okay?" and again the same gesture.

    Hey folks. I've enjoyed reading trip reports on here in the past (most recently CallMeLee's excellent thread) so I thought I would share my experiences. This is an on-going report, so I will update it as needed as the month progresses. I'm only including my experiences with moneyboys and the bar system, and won't include day-to-day activities or personal hook-ups. I will detail sauna visits in as much as possible. 
    My interest in doing this is partially to understand more about the system and how to work it effectively. I can't help but feel like I'm being scammed when I compare these experiences with ones I've read in the past. Please share all that you know with me, and I'll try and answer any question you have.     First Experience, Two Nights in Space:
    Having already been in Bangkok for a few nights, a friend from outside of the country decided to make a short stopover. I told him I wanted to go to Jupiter2018 and see the show and he agreed to join me. I did see the Jupiter show on a previous trip, but merely for the show itself- I was naive and even younger. I told my friend what I had remembered of the show in the past. The men in Jupiter were like boyband members, lean and muscular, with meager rhythm and mediocre talent. They would go on stage and preform a number, interspersed with drag performances, but they were often good-looking and charming. 

    We arrived a little after 10:00 PM and I paid 500 THB in entrance fees for each both of us, for 1000 THB total. The bar was quite packed, and perhaps as clientele that didn't look like they needed to spend money (my friend is a well-built caucasian male), we got sat in the corner table left of the front stage. We had a partially obscured view, but the advantages would be apparent later.

    Once sat, a waiter comes up with a flashlight and a menu. A drink is included with the entrance fee, but it's non-alcoholic. You pay extra for that, are you surprised? That's fine with us as we want to see the show we weren't planning on drinking. We order a Coke Zero each. To me, the 500 THB fee is worth it for the show. I wouldn't recommend ordering a second drink though. Spend that money on something more worthwhile.

    I was actually giddy with excitement. While not particularly horny, I am always interested in seeing an attractive guy showing off his physique. Luckily the men met my expectations. Nearly all of them had lean, muscular bodies with several being substantially larger. Only one model was an average looking Twink, and I actually felt a little sad for him being surrounded by what was on stage. Many of the models had tattoos and gave a polished gang vibe, like they'd definitely slam you against a wall by your neck. Hot. 

    My favourite thing about Jupiter is that you can see the gym equipment and watch the models pump before their performances. It's also a two-level stage, and models often hang out on the top portion and look down after they've done their walk. You can view them at a different angle. It's a good venue and offers more voyeuristic opportunities than any other. 
    The show itself starts with the introduction of the models. They each come on stage, one by one, and walk along a track through the bar. It gives the crowd a good opportunity to see them up-close, and of course to offer them a tip if you want to get their attention. That's another positive about Jupiter, but I'll touch on that at the end. The performance continues with an act from 4 of the men. It's a dance number with okay choreography, but one of the models doesn't quite match up. The models perform with a serious, stern look. It's quite sexy and gives an intensity to their performance. 

    After this, I'm approached by one of the many mamasans of the bar. My friend points out that he's pretty attractive himself. He's in his 40's but I agree, a retired performer himself? More feminine than most of the models though, but not overly. I'm asked which one I want and I'm surprised I'm given such an early pick. That's not my intention tonight though. I'm just here to watch the full show with a friend, and takes notes for a future visit. "All of them!" I say, smiling ear to ear. They take the hint and walk away. 

    My friend says that he might take the offer in the future. I'm a little surprised as I didn't expect him to be open to it. We each talk about which ones are our favourites. The performance is good but not great, thankfully the queen can lip-sync as I unfortunately found out that's not a minimum requirement for a lot of these place. Imagine that.
    There is a drag performance immediately afterward, but this one is more of a mixed performance. The drag performer plays the role of "the woman" and a one of the models plays the role of "the mysterious man." He wears a trench coat with no shirt underneath and looks down, taking long drags from a cigarette as smoke envelops around him. The drag performer lip-syncs from above the stage as he stands on the lower stage, eventually stripping down and "showering." He shows an enormous cock very briefly and my friend and I are shocked.

    This man is immediately my number one choice as he fits every criteria I'm looking for. He's big and broad with ripped abs, has many tattoos, big ears and as we just witnessed, a massive cock.     The show finishes off without any other memorable performances, and as the night goes on, the stage is filled with less and less models. One of the performances ends and then nothing else happens, so my friend and I assume the show must be over. I believe there is a second performance, but I can't imagine it would be as good. Who's left? Do they restock with a fresh set of faces? We both have to be up quite early tomorrow as we are taking a day trip together, so we quickly sip the remaining soda we have and we walk out.
    We say our goodbyes as we are staying in different hotels, in opposite directions. He says he enjoyed the show and would like to go to the other show I told him about, Tawan. I agree. I watch as he walks away and wait for him to look back. He turns the corner. All I see are night vendors.

    I pause for a moment, my cock twitches. I consider walking back in and bringing one of the models back home with me...

    Rebel forces have captured seven army camps and a government command centre in Myawaddy province of Myanmar, after about four days of fierce fighting, according to rebel sources.
    Myanmar jet fighters carried out bombing raids against the rebels of the Karen National Union (KNU) and People’s Defence Force (PDF), but failed to stop their advance, said the sources, adding that the rebels had seized large cache of weapons, including howitzers, mortars, machine guns, rocket-propelled grenade launchers, hundreds of assault rifles and ammunition left behind by the retreating government troops.
    Rebel sources claim hundreds of Myanmar troops of the 275th battalion, from the main barracks in Myawaddy province, surrendered to the rebel forces yesterday, giving rebel forces full control of Myawaddy township, an important border town across the border from Mae Sot district of Thailand’s Tak province.
    Leaders of the rebel forces will meet to discuss the administration of the township and the possibility of replacing the Myanmar flag with that of the KNU, which has been fighting the government for several decades.
    Thai security forces along the border have been put on alert as a precaution against a possible influx of civilians from Myanmar.
    Gunfire and the sound of shells exploding fell silent today, said the sources.
    The PDF is the armed wing of the opposition National Unity Government (NUG) of Myanmar. It was formed by the NUG from youths and pro-democracy activists in May 2021, in response to the coup d’état by the military junta and their armed wing, the Tatmadaw.
