If you want Venezuelan guys (for pay), why don’t you just go to Colombia ?

I took a bus from Pereira to Cali, I like bus travel in central Colombia. Usually overnight, pretty comfy, weird 2am snack stops, every second trip something was broken (aircon, electricity system), people are shared to other busses, etc. But, everybody remains calm and happy, big respect to colombians. Its a project in itself!
There is a city called Palmira near Cali, Grindr went crazy there. In Cali I spent most of the time in the Phisicus sauna, nice people, cold beer, (too strong) weed if you are polite with guys in smoking area, massage guys and quite many (hot) visitors at weekends.

No first hand experience but I think you will have a hard time finding masculine arab guys prepared to btm for you. 

The rate at Juan Binbin is 3,000 pesos. No discounts offered. Juan claims that this has been the rate for years; Idk.

But to put it into perspective most guys in the apps will happily accept 1,500; hustlers from El Conde even less. The well build/gym fit, popular or experienced guys, e.g. at Marlow’s will be able to command 2-2,500. Of course, the guys will ask for more initially so keep your wits about you when negotiating prices.  
 
Above is for a quick/ maximum 1 hour session. You suck and be fucked (condon or no condon), no kissing or touching your genitals involved. Forget about them btm for you. 

Bogota:
There are no saunas with rentboys like in Rio or SP.  But there is a sauna on the opposite/front side of Theatron club in Chapinero (I forgot it’s name, you need to look carefully when walking by to find it) with boys and massage (60 mil for the massage and presumably 50 mil for extras, but to be negotiated of course) - and there is St Moritz sauna (same building as Gigolos Erotic House in Chapinero) with the same concept. 
(No first hand experience but this is what I researched during my recent trip)
 
Medellin:
Sauna Club 55 gets going on Fridays-Sundays (and with a lot of eye candy, i.e young lean/fit guys) but it is traditional gay sauna (with no sex for pay/rent guys AFAIK) so if you are not young or have a fit/gym body etc you will most like not have any luck with the guys of your desire there (there will be plenty of other similarly looking guys for them to play with, so no need to engage with mature and less fit foreigners). Parque de Bolivar in centro Medellin/the park in front of the cathedral.
Those are the guys you should be looking for! (drug addicts, skaters, unemployed, homeless etc hanging around Parque de Bolivar in the afternoons). The guys there are not doing obvious hustling and it doesn't seem to be their purpose of going to the parque but they seem to be aware of why some mature gentlemen go to the parque. Some of the guys will see you as an opportunity to earn some quick and much needed cash. Some are more outgoing and experienced than others; most likely it is the former that (sometimes) will approach you and strike up a conversation if you seem interested. Admittedly,  patience and some luck will be needed as well, i.e. being at the right spot at the right time.
You shouldn't go to the parque with the expectation of handsome and tidy gym fit or muscle guys lined up, smiling and soliciting their services; it is more subdued and as stated before the guys will be on the rough side (I mean personal hygiene, clothes etc) i.e. far from what you find in Gigolo Erotic House/Garage gogo bar, Mileroticos website or Brazilian saunas, so it is def. not for all/many of the readers in here.

Most likely you could have offered the guys USD and if generous enough I would expect them to accept it. Or even better you use an ATM to get Euro rather than changing your USD with exorbitant change fee.

The guys in Thermas are not going to fuck you an hour for 50 E. Although i never tested it I feel confident that you will be told that the time is up way sooner than 1 hour. You might have a chance if you are only looking for light fun (groping and oral) with him at the receiving end. 
 
If you want to spend 1 hour with a guy you better tell /ask him upfront so he can price accordingly. I would expect some of the guys to agree to 50 Euro for 1 hour just to close the deal but with no actual intention of spending that much time with you in the cabin (lots of excuses can come up why a session is ended prematurely) 

My understanding is when you push 25-30 min the guy will encourage you to finish or ask you for a higher amount.  
 
Never been in this situation myself so i dont really know what will happen, but it seems quite clear that you can’t continue for an extended period of time (unless you pay more) so I would expect the guy to finish the session at some stage. As with many things in Thermas, it is very much up to the guy that you are with, so what will be accepted by one working guy, may not be acceptable to another.
