Not in my experience. I went out last year and found the offer (massage in Inthamara) greatly reduced in numbers. To the OP: it depends on what you are looking for. I spent several Songkran in Bangkok (the first for experience, the others for poor planning not be outside Thailand), and it is indeed more quiet because who can goes home. Only touristy areas are more active. No experience about Pattaya, but from what I read there is an influx of those who come for Songkran.

My rating of money boys in Thailand is the following: I value Myanmar higher than Thai and Vietnamese lower, based on plenty of experience with Myanmar and little experience with Vietnamese. My experience is the contrary, I value Myanmar people, be it in Myanmar or in Thailand, the highest of everywhere I have travelled in SEAsia. In particular I found that the poorer / more oppressed the people are, the nicer / more generous they are towards me. I don't think so. They (and other migrant workers) do work that no Thai would want to do. If they were causing troubles, the Thai would quickly send them back.

But I don't work that way, I don't believe in advance payment in any form. As tempting as some of them are, rather skip and look elsewhere.
