In my vast experience, hundreds of boys to my room, dozens over spontaneous overnights, even with street trade, there is nothing to worry about (neither safety nor theft). Out of that large number, I had a few cases of petty theft. Keep only as much money as you are going to spend on you, and lock the rest and your passport in safe and you should be fine.
As for finding two twinks to stay with you and your partner over night, I would go to one of the few (at least before my last visit 2019) gay bars and massages in Phuket and ask them. Or find one online and ask him if he can bring a friend.

I have never come across White money boys on the apps, or read or heard anything. But there are Blacks, you can probably find a dozen in Bangkok, all on grindr, and some in Pattaya. Those I messaged in Bangkok all wanted 3500 THB.

My experience in Latin America is limited. What I read/hear about the West, prices very high.
On the gay forums, there is general agreement that Pattaya is the best place in the world for choice and price.
In all my travel in SEAsia I haven't come across anywhere better, and I haven heard or read about anywhere better (by my standards).
If you are looking for certain types that can be found easier in Latin America, or it's easier to travel to Latin America (but that would be a different point), then Latin America might top the list. If you take prices out of the equation, then there might be some Asian twinks in London and New York, but much less choice than in Pattaya.

I saw the advert on MRT, have to read closely next time. I was assuming that this work only with Thai bank cards, or you have to set it up or register first.
I used this in Summer in Brünn (Brno) in Czechia, and not only do they collect the single fares over the day, they calculate if a dayticket would be cheaper than the sum of single tickets and charge whichever is less.

To the OP: it depends on what you are looking for.
I spent several Songkran in Bangkok (the first for experience, the others for poor planning not be outside Thailand), and it is indeed more quiet because who can goes home. Only touristy areas are more active.
No experience about Pattaya, but from what I read there is an influx of those who come for Songkran.

I find rather the opposite. I have met several over 30s, and while they still look fine, they suffer from what I call "the flesh is not firm". Changes in skin/muscle/fat that makes it less appealing for me to touch.

Low season is a known event. I have little pity for someone who stays in this profession or location during low season, knowing it's low season. Of course, it could be his first low season.
During the first months of Covid, I was quite generous in sending money to boys I have known for longer. But after that, "known event".
I spend summer in Germany and the rest of the year in SEAsia for the weather. Known event.

I offer 1000 regardless of location (Bangkok, Pattaya, Chiang Mai) and get enough who accept. I have many regulars for 1000 as well. There is the one or other stunner who asks for more and will not budge, but I can't have everyone. Beware of sending money for travel in advance, it's a scam in most cases.

First, I don't want to divulge to my new partner how many I had before him.

I have been at Dream Boys at least once, if not twice, but that was over 10 years ago. Since then, the place has been on my blacklist for price gouging and doesn't have the type of boys I like anyway, a fortunate coincidence.

My rating of money boys in Thailand is the following: I value Myanmar higher than Thai and Vietnamese lower, based on plenty of experience with Myanmar and little experience with Vietnamese.

My experience is the contrary, I value Myanmar people, be it in Myanmar or in Thailand, the highest of everywhere I have travelled in SEAsia.
In particular I found that the poorer / more oppressed the people are, the nicer / more generous they are towards me.
